Users with other licence types, such as Chatter Free, will not be able to access the Sumo for Salesforce application or its components.

The Sumo for Salesforce app includes several Workflow Rules which are required for certain automated tasks. The Automated Setup step on the Installation and Upgrade steps carries out updates the Workflow Rules (that cannot be done automatically during the installation process). In order to run the Automated Setup, the org requires a Default Workflow User to be specified in the Salesforce setup's "Process Automation Settings".
The Sumo for Salesforce application integrates with Chatter's Post and Comment features. These features do not have to be deployed and Chatter does not need to be enabled for all (or any) users.
